Conditions for Conducting:
1. The matches of the Tournament are conducted in accordance with the "Laws of the Game" established by the International Federation of Association Football (FIFA) and in accordance with this Regulation.
2. The tournament system for each age group is determined after the registration campaign is completed.
3. The following Rules of the Game are recommended for the tournament:

4. The positions of the teams in the groups at all stages of the tournament are determined by the highest number of points accumulated from all matches. The points system: 3 points for a win, 1 point for a draw, 0 points for a loss.
4.1. Teams for the 2014 (U-11) and 2015 (U-10) age groups are distributed by draw into groups. In the groups, each team plays against each other. The ranking of the teams in the groups is determined by the number of points won. If the points of two or more teams are equal, the ranking is determined by the following criteria in this order:
a/ result of the direct match;
b/ overall goal difference;
c/ more goals scored;
d/ In case of equality in the above criteria, the winner is determined by a special series of penalty kicks (5 penalties each, then sudden death). If equality persists, each team takes 1 penalty until a team misses.
In elimination matches, if the regular time ends in a draw, the winner is determined by a series of 5 (five) penalty kicks (and then sudden death).
Main Rules:
- The duration is 3 /three/ parts of 15 minutes with 3-minute breaks;
- Substitutions are unlimited and can be made without stopping the game. The only condition is that the player to be substituted must exit first;
- A throw-in is executed with hands. Goals from direct kick-offs are not counted, a foul from the goal is awarded;
- For direct kicks from goal kicks or goalkeeper throws beyond the halfway line, a foul is awarded to the opposing team from the center;
- Fouls are only awarded for rough or unsportsmanlike play (the idea is to allow more free play, more net playing time, more game situations for each player);
- The offside rule is not applied;
- A player who receives a red card leaves the field and cannot re-enter the game for the remainder of the match. His team plays with a reduced lineup for 2 /two/ minutes, after which another player can fill the lineup. If the team with the reduced lineup concedes a goal within these two minutes, the numerical equality is restored;
- The goalkeeper is not allowed to catch a ball returned by a teammate's foot;
- The wall is at a distance of 5/five/ meters from the ball;
- The penalty kick point is at 9 /nine/ meters;
5. Teams for the 2017 (U-8) and 2016 (U-9) age groups play in a league format (each team plays against every other team once). The ranking of the teams in the groups is determined by the number of points won. If the points of two or more teams are equal, the ranking is determined by the following criteria in this order:
a/ result of the direct match;
b/ overall goal difference;
c/ more goals scored;
d/ In case of equality in the above criteria, the winner is determined by a special series of penalty kicks (5 penalties each, then sudden death). If equality persists, each team takes 1 penalty until a team misses.
Main Rules:
- Substitutions are unlimited and can be made without stopping the game. The only condition is that the player to be substituted must exit first;
- A throw-in is executed with a foot, and the player can enter the game by dribbling, with the opposing player being no less than 1.5 meters from the ball. The ball must be stationary. Direct goals from throw-ins are not counted;
- Goals from direct kick-offs are not counted, a foul from the goal is awarded;
- For direct kicks from goal kicks or goalkeeper throws beyond the halfway line, a foul is awarded to the opposing team from the center;
- Fouls are only awarded for rough or unsportsmanlike play (more free play, more net playing time, more game situations for each player);
- The offside rule is not applied;
- The goalkeeper is not allowed to catch a ball returned by a teammate's foot;
- The wall is at a distance of 5/five/ meters from the ball;
- The penalty kick point is at 7 /seven/ meters;
6. Violation of the rules: Warnings (yellow cards) received during the tournament are cumulative. A player who collects 3 yellow cards misses one match. A player sent off for 2 warnings or who receives a red card in one match may participate in the next match, except in cases of serious misconduct, decisions on which are made by the Organizing Committee.
7. For participating in a match with an improperly registered player, a disqualified or unregistered player in the match protocol, the offending team is awarded a forfeit loss of 0-3, and the opposing team is awarded a forfeit win with a score of 3-0.
8. At all stages of the tournament specified in this Regulation, players are required to wear shin guards.
9. Refereeing
9.1. Refereeing is carried out in accordance with the laws of the game in football and the requirements of this Regulation.
9.2. The list of referees proposed to officiate the matches is approved by the Organizing Committee.
9.3. The referee of the match is prohibited from starting the match if there is no medical worker present at the stadium.
9.4. The referee of the match is required, before the start of the match, to determine the color of the kits together with the representatives of the participating teams so that they differ from each other. The jerseys and shorts of both teams must differ in color, and the referee's kit must be distinct from that of the teams.
9.5. The referee of the match is required to complete the match protocol within 30 minutes after the end of the match and to submit the original protocol to the Competition Manager within 12 hours.
